Tomasz specialises in advising on Polish and EU environmental protection law and construction law, including every stage of investment-construction projects. He has experience in supervising entities which use the environment in terms of ensuring their compliance with environmental protection regulations and decisions establishing the conditions on which they are entitled to use the environment. He also helps to obtain any decisions required to conduct business, including investment decisions. He successfully represents clients in administrative and court proceedings regarding environmental and investment disputes and those concerning environmental impact assessments. He helps clients to obtain environmental and investment permits and decisions which establish the environmental conditions for implementing a project. He has repeatedly represented a government administration body in administrative and court proceedings related to compliance with environmental protection regulations and administrative decisions, including having advised on appeals against these decisions on behalf of the decision-making body.

  • Preparing an opinion for a leading industrial concern, regarding a project to construct an offshore wind farm and its compliance with Polish and EU environmental law. The opinion discussed to what extent the releavnt EU environmental law has been fully and correctly implemented into Polish law, and where implementation is deficient or even subject to infringement proceedings initiated by the European Commission. The opinion aims to ensure that funding provided by the European financial institutions is properly used
  • Advising Remondis Polska (Poland’s largest recycling and water management services company) on acquiring 16 CHP plants in Poland. This concerned an M&A transaction in which Remondis acquired SFW Energia from Iqona, a company in the STEAG GmbH group
  • Advising PGNiG on its merger with PKN Orlen, regarding the company’s domestic upstream business. This included advising on environmental and regulatory issues, plus corporate and real estate law. This is the largest merger in the energy sector in recent years. It is estimated that after the merger, the annual revenues of the new group will reach PLN 300 bn
  • Advising the Meide Group on its acquisition of Odlewnia Zawiercie, as regards environmental protection issues concerning environmental permits, including licenses to manufacture and trade in explosives, weapons, ammunition and products and technology for military or police use
  • Co-authoring the report “Accelerate the development of RES”, which was prepared in cooperation with the Energy Forum
